The University of Portsmouth (UoP) is an experienced research and training provider that is ranked in the top 2% of the world’s universities. Over 60% of our research was rated world-leading and internationally excellent by the UK Research Excellence Framework (REF2014) while our teaching was rated Gold by the UK Teaching Excellence Framework (TEF).

UoP holds both the European Commission Human Resources Excellence in Research Award, and the Athena Swan Bronze Award, confirming our determination to ensure an inclusive research culture valuing all staff, and our commitment to identifying and removing gender bias. With 2 Development Programmes, UoP provides training and support to graduate students and research staff, building their skills in the domains of: knowledge and intellectual abilities; personal effectiveness; research governance and organisation; public engagement; influence and impact. Aiming to boost interdisciplinary research that address particular global and societal challenges, UoP recently established five themes: Democratic citizenship; Future and emerging technologies; Health and wellbeing; Security and risk; Sustainability and the environment. UoP is well known for its Institute of Marine Science (IMS) and has a long history of impactful work in economics and management of marine resources illustrated by the former Research Centre CEMARE and the current Centre for Blue Governance (CBG).

Pierre Failler

Principal investigator

Pierre Failler is Professor of Economics and director of the Centre for Blue Governance. He has coordinated 30 large international research programmes on ocean and coastal zone governance, ecosystem valuation and payment for environmental services, climate change, and marine protected areas, in Europe, the Caribbean, Africa, the Americas and the Pacific. He is a scientific evaluator for the International Foundation for Science, the European Commission DG-Research, the DG- Development and Co-operation, the French Agency for Research. He is also evaluator and reviewer of international projects on Marine resources management (SWIOF project in Indian Ocean, 2011), Fishery Development (DG- Development, FAO, UN Environment, World Bank), Marine resources and environment Research (West African Regional Marine and Coastal Conservation Programme, onward) and Fishing agreements (European Parliament, IUCN, Dfid, onward).

Ewan Trégarot

Ewan Trégarot

Activity 5 leader, Task 2.1 co-leader

Ewan Trégarot holds a Master’s degree in Oceanography and Marine Environments. Scientific diver and underwater photographer, he has strong experience in tropical ecology with more than 8 years spent in the Lesser Antilles (Martinique). Since 2014, he specialized in the valuation of ecosystem services provided by marine coastal ecosystems. He coordinated in 2018 a project on the valuation of ecosystem services in the National Park of Banc d’Arguin, contributed to the economic valuation of ecosystem services provided by mangroves in the National Parks of Arc d’Emeraude in Gabon. Currently, he is a research fellow at the Centre for Blue Governance, University of Portsmouth (UK), and a member of the coordination team of the EU H2020 funded project, MaCoBioS, investigating how marine coastal ecosystems, their biodiversity and services, can help us to adapt to and mitigate the effects of climate change.

Cindy Cornet

Cindy Cornet

Cindy Cornet holds a PhD in Ecology by the University of Strasbourg (France), a Master’s degree in Oceanography and Marine Environments, and a Licence (BSc) in Life Sciences. She has an extensive background in ecology (tropical, sub-polar/polar) and bio-statistics, focusing her work in the field of ecosystem services. Most recently, she was involved in the evaluation of ecosystem services in Reunion Island (Indian Ocean) and the National Parc of Banc d’Arguin (Mauritania), in particular those provided by marine coastal ecosystems and by birds, and their implication for human well-being. Currently, she is a research fellow at the Centre for Blue Governance, University of Portsmouth (UK), and a member of the coordination team of the EU H2020 funded project, MaCoBioS, investigating how marine coastal ecosystems, their biodiversity and services, can help us to adapt to and mitigate the effects of climate change.

Gianluca Ferraro

Task 5.1 and Task 5.3 leader

Gianluca Ferraro holds a PhD in Social Sciences. He is a Research Fellow at the Centre for Blue Governance of the University of Portsmouth. He has worked as a policy researcher and analyst in academia (University of Leuven, Belgium) and in the EU institutions (European Commission). His work focuses on policy implementation, public involvement and evidence-based policy-making; his area of specialisation is environmental governance. He has analysed the national implementation of international environmental and energy policies in the European Union (EU) and non-EU countries. Out of the EU, he has conducted field research in emerging and developing countries in Asia and Africa. He is author of International Regimes in China. Domestic Implementation of the International Fisheries Agreements (published by Routledge, 2014) and The Politics of Radioactive Waste Management. Public Involvement and Policy-Making in the European Union (published by Routledge, 2018).
